Same thing would happen in our neighborhood. We would get a citation delivered to us in the mail indicating that we have a certain amount of time to get things cleaned up . If we failed to comply, they will send out a crew to do the job and we would be sent the bill.

Not so fussy down under.
People kill weeds because they don't want them. Not because the council thinks they are untidy.
Happiness simply is.
There need be no pursuit.

The council has a hard enough time controlling weeds along the roadways.

No councils, HOA's, or, Handiwork of Satan!
Homeowners associations. Private entities that enforce policy in family neighborhoods.

Yeah. In a way that's what my village is like but it is not clean and green, it is the opposite.
For instance, though I don't encourage mown lawns and rosebeds, I'm one of very few but definitely the most prolific planter of native trees and shrubs on the common lands around the village. I have created a refuge for the endemic species of flora and fauna. The others tend to try and make the place a motocross track or a rubbish dump or where they leave all their old cars or.. and I can go on for a while about how they enforce their policy on me.
