It looks more like some kind of blistering as on skin. It cannot be perspiration because it is too cold over there for that at the moment. However, I might try that later because it will be over the 100˚F today and all week.
I've repaired many Oraton purses and handbags in my time. It isn't that.
Another thought. It could be gecko skin?
